I have recently bought a villa on a residential complex in PB and as I understand the situation the main concern of residents (who may well have to be up for work early the next morning) is disturbance caused by noise being made at night by drunken holiday makers. So long as this is made clear to the guests there shouldn't be a problem.

We're really lucky, where we live in PB. We're right at the end of our complex... and the villa next door to us is a holiday let. We have no problems at all with late night revellers.
Mind you... ask me again in the summer, when it's really busy! ;-)

Oooohhh, just seen this, don’t normally pop into PB discussions cos I don’t know PB too well, but this isn’t PB specific really is it.

I have genuine sympathy with all sides of this argument, but having been aware of the issues (or at least partially aware) for some time now, I think I have drawn 2 conclusions.
Firstly the idea of restricting letting to friends and family may be borne of sound intention but it’s just not realistic,– e.g. SeanLoius refers to noise made by “drunken holiday makers”, which I’m sure is very annoying as a resident, but is the noise any different if it’s a holidaymaker or a resident or a relative or friend of the owner ? When does an acquaintance become a friend ? is a 2nd cousin a relative ? What constitutes ‘residential’ use ? If I own a villa and use it for holidays, does that make my usage residential or holidaymaking ? etc, etc Everybody probably has their own answers, but how can you decide which is right.
The second point is that Lanzarote is a holiday island and PB is a holiday resort on a holiday island, so you should expect holidaymakers to be around. That’s no defense of bad behavior, but I think this issue goes beyond that. Why, for example, would you object to somebody next door using their pool so long as they’re not causing any disturbance, it’s a sort of nimby thing I think. Also, I don’t live in a holiday resort, but I’m sure I’d have no grounds for complaint if next door were to be rented to somebody traveling around Europe ? Regardless of the 'law' I think there's a moral liberty issue here.
Hope that doesn’t wind anyone up, as I say I have sympathy with all sides.

Read somewhere and sometime that holidaymakers staying in a residential area, think it was in Carmen, complained about the neighbours dogs barking during the day when the owners were out at work.
Wonder if the owners had trained the dogs?

In my experience dogs tend to bark at strange scents. After a few days they get used to you and regard you as part of their flock (or whatever). I make it clear to any potential guests that the complex is residential and that to comply with Spanish regs we should be 'known' to eachother. As a courtesy to residents and for security reasons I also notify the community administrator that I will be having guests at my villa. In my opinion anyone wanting to know more than that should, with all due respect, mind their own business.

We had a group of what can only be called Neanderthols at our complex. They were noisy, agressive and totally out of control. They were even pushing kids out of the way around "their" swimming pool. When asked about their behaviour they said they "owned" the apartment (for 2 weeks unfortunately)!

These people were totally unknown to the owner and have now been barred from returning to our complex. They are a very small minority but it shows what can happen when "other than friends" are allowed into a non-tourist license complex.

Call the Police, they will be around normally very quickly to stem any anti-social behaviour. I like holidaymakers but they have to respect that some people need to sleep before work, the same goes for neighbours in the UK. Respect gets respect!
