The Island Government are now proposing that they charge a fee to access El Golfo and Los Hervideros. The Yaiza council are also trying to install sunbeds on Papagayo.

I always wondered how they get away with charging non-residents to visit Papagayo when it is free for locals - surely this kind of discrimination is illegal under EU rules? For that matter, surely the travel discounts for locals must be illegal as well?

Well if the Cabildo introduced charges for Hervideros and the Green Lake (not the village of El Golfo, that would be in line with the charge to drive to (but not walk to) Papagayo. The sunbeds idea was tried in 1984 and was howled down, and is not supported by the Cabildo. THe difference is that the Cabildo's ideas are to support the ameneties which allow people to enjoy a natural spectacle. The Papagayo schemeis a money grubbing exercise for someone to gain commercially from a nature reserve.

Strange though isnĀ“t it ......that the one person everybody points too in opposition to these schemes is the late Caesar Manrique..........also the one man singly responsible for turning previous unspoilt sites into commercial enterprises by adding new buildings changing the layout and charging admission (e.g Los Jameos del Agua......Mirador del Rio....Jardin de Cactus.....all of which save the latter existed as a free natural attraction before his intervention)
As well as being responsible for designing several holiday complexes in previously undeveloped areas around both Costa Teguise and Puerto del Carmen
I seriously wonder what he would have to say were he still with us......I think alot of people might be surprised !!
He was against the over-commercialisation and high rise buildings of the Costas......but not against lower key development here.

The only scheme of the three that his foundation has commented on is the Papagayo deck chairs - and he himself objected in 1984. The other two have been there for years, and in the case of Hervederos and El Golfo allow less mobile people the chance to see it at close quarters (with no charge). I didn't think the Mirador was natural, but a disused gun battery converted to a sheltered viewpoint and restaurant. If you want to see the Rio without paying, there are plenty of places to stand. So, in answer to your question, he wouldn't have a problem with the El Golfo and Hervederos schemes, but certainly had one with the previous incarnation of the Papagayo one.
